Disposable Vape Use Declines in the UK Ahead of June 2025 Ban

LONDON, April 22, 2025 — Research by University College London (UCL) shows that disposable vapes have become less popular in British society among young adults ahead of the June 1, 2025, countrywide ban on single-use vaping products.
UCL researchers analyzed over 88,000 participants aged 16 and above through their data study and discovered that disposable vape use decreased from 63% to 35% among 16–to 24-year-olds during the last year. The Smoking Toolkit Study presents data that involves participants from England, Wales, and Scotland.

Behavioral Shift Precedes Ban

The decrease in vaping sales stems from users moving towards rechargeable and refillable devices because they expect a new government regulation to take effect. The UCL’s Tobacco and Alcohol Research Group lead researcher, Dr. Sarah Jackson, finds that users have already adjusted to the policy changes before its implementation.“We often see people change their behaviour in response to impending legislation,” she noted.

Environmental and Health Motivations

Through a disposable vape ban, the UK authorities aim to eliminate environmental waste while controlling the increasing number of young people who vape. Non-recyclable disposal device products accumulate in landfills, which leads to environmental contamination. The health effects of vaping on young people continue to grow as a matter of national concern. Dr. Helen Wall explained to BBC News that vaping exists only to help people stop smoking, but non-smokers, especially teenagers, develop growing nicotine dependence thanks to vaping.
Young individuals have developed a severe addiction to these products. The students' school performance suffers because of this addictive substance, according to her observation.

Vaping Growth Slows Among Adults

Use of e-cigarettes by adults increased from 8.9% to 13.5% during the period from January 2022 to January 2024 while 16–24-year-olds saw an even larger usage climb from 17% to 26.5%. The implementation of restrictions resulted in a halt to overall increases and a downward trend in disposable vape usage at every age level.

Industry Response and Market Adaptation

The recent policy change led major vape manufacturers to release rechargeable versions of their existing disposable systems. The new products closely duplicate their originals through flavor, color scheme, and price structure, which allows existing users to transition easily.

Call for Balanced Public Health Policies

There is agreement among experts that it is essential to control youth vaping, but public health approaches should not block vapor products from helping smokers stop using cigarettes.
“Traditional tobacco use remains an even more dangerous practice according to Dr. Jackson,”
the expert explained. All new rules should promote harm reduction practices, but need to prevent negative outcomes from increasing youth vaping rates. As part of global vaping policy changes, the UK has joined other countries to develop compromises between vape regulation and public health needs.
